The movie begins with the birth of twin brothers to Raja Mokkaiyappar and Rani Bhavani Ammaiyar, the rulers of Cholapuram Paalayam, a South Indian kingdom in the year 1771. The elder twin is named Pulikesi XXIII and becomes the king after his father's death. He is a foolish and lecherous man who does whatever his uncle tells him. He neglects his people's welfare and spends his time on dancing girls and drinking. The younger twin is rescued by a childless couple, Kailasakaruppan and Maragathavalli, who name him Ukraputhan. He grows up as a brave and intelligent man who loves his country and hates the British.
One day, Ukraputhan comes to Cholapuram Paalayam with his friends to participate in a wrestling competition. There, he meets Pulikesi's lover, Vasantha Soundary, who falls in love with him. He also meets Pulikesi's wife, Marthandavalli, who mistakes him for her husband. Ukraputhan learns about his twin brother and decides to save him from Sangilimayan's clutches. He also learns that Sangilimayan is planning to sign a treaty with the British that would make Cholapuram Paalayam their colony.
Ukraputhan teams up with Pulikesi's loyal minister, Lagudapaandian, and his army commander, Thalapathy, to stop Sangilimayan's evil plans. He also tries to make Pulikesi realize his mistakes and become a better king. He faces many obstacles and challenges from Sangilimayan and his allies, such as Chinnavadayaan, Kollan Thambi and Poosaari. He also has to deal with Pulikesi's jealousy and anger when he finds out about his lover's affair with his brother.
